Why do I have to pay fees this year? With a
loss of revenue, the
Kershaw County School Board voted to implement incidental fees
to help provide supplies and materials for classrooms.
Other Midlands districts have collected fees—many of which are
much greater than the ones for KCSD—for numerous years.
When and where will the fees be collected?
Incidental fees will be collected at the student’s school during
registration. SEAGUL fees will be collected at SEAGUL
registration. Athletic fees will be collected through the
coaches. ATEC fees will be collected at a later date.
Where can I get a free or reduced price meal application?
They will be available at registration.
What if I have not completed my child’s free or
reduced meal application yet? Fees will be collected
based on a student’s meal status from the 2010-11 year. If a new
student has a sibling who was in the KCSD during 2010-11, fees
for that new student will be collected on the same status as the
sibling.
What if I don’t pay the fees? Students who
do not pay the fees will not be able to participate in
extracurricular activities such as sports or be able to park at
the high school.
Why am I being asked to pay fees and also provide
items from the school supplies list? The fees only
cover a portion of the classroom supplies needed; there are
still needs for the items on the list.
Is this legal? South Carolina law §59-19-90
(8) states that school districts have the authority to...
(8) Charge matriculation and incidental fees. Charge and collect
matriculation and incidental fees from students; however,
regulations or policies adopted by the board regarding charges
and collections must take into account the students’ ability to
pay and must hold the fee to a minimum reasonable amount. Fees
may not be charged to students eligible for free lunches and
must be reduced pro rata for students eligible for reduced price
lunches.
Will students who move into our school district
mid-year pay the fees? Yes. Still have
questions? Feel free to talk with your school principal
or call Superintendent Dr. Frank Morgan or KCSD Communications
Director Mary Anne Byrd at 432-8416.
